MIG GOV was founded by Jose Gutierrez in 2012 after a 15-year Naval career serving with the elite counterterrorism and special forces. Unfortunately, his career was cut short due to injuries sustained on the battlefield in Afghanistan. After being medically retired from the Navy, Mr. Gutierrez returned to his construction roots and established MIG GOV and is proud to say that his service to our great country continues today, one successful project at a time.

Emery Chickey

Vice President

With over 20 years of experience leading Federal and Commercial General Contractors as a Principal and Vice President Emery possesses the knowledge and drive it takes to produce successful Design-Build Construction, Design-Bid Build Construction, Value Engineering, Sole Source negotiations, and Competitive Bidding. He is also versed in Federal, DOD, and Commercial multi-million-dollar projects from marine contracting to heavy civil and vertical building construction. Others responsibilities include company profitability and cash flow, overall direction of the company, direct responsibility of all company personnel and performance, developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work and evaluation of alternatives, and full project management.

Cindy Stringer

Project Manager

Cindy’s role as Project Manager leads her to be responsible for the overall project management of multiple construction projects, varying in size and technical requirements on Government, Commercial and private projects. She develops and consistently meets budget and schedule requirements. She has successfully estimated, compiled and submitted proposals for various clients. And she acts as a direct liaison between Project Superintendent, Owners, Architects and Engineers and Subcontractors. Cindy brings over 15 years of construction experience to the MIG GOV team.

Mark Miller

Project Manager

Mark Miller is a seasoned executive management professional with exceptional leadership and management skills. He is a proven problem solver and mentor with executive experience in general contracting and project/program management in US, Mexico, Middle East and Canada for vertical construction and infrastructure projects. He gained leadership training and experience as a Naval officer! With over 30 years of experience, Mark is proficient in analysis, schedule delay, progress reporting, recovery schedule generation and cost/resource management using Primavera. Not only does he have project experience with entire project cycles for Commercial/Retail, Educational, Healthcare and Government projects, but Mark’s brings great energy to every project!

Ed has over 30 years of construction experience, holding various positions, in both the field and office. Ed’s role as a Project Manager involves overall project management of multiple construction projects, ranging from $10K to $2M, and occasionally working on-site as supplemental support to our superintendents.

Roy “Bubba” McAlhany

Pre-Construction Manager, Southeast Region

As a former mechanical planner/ estimator for the government, Bubba brings over 30 years of experience in planning, estimating and scope writing. He has completed over hundreds of scopes and cost estimated job orders for jobs from as little as $500 to as much as $2 million.

Patrick Hawes

Project Manager, Southeast Region

Mr. Hawes is a Former Navy and Specialty Contractor providing strong leadership in support of contracts from beginning to end. Mr. Hawes has a proven history of being able to work under pressure, meet deadlines, and complete projects on-time and under budget. Patrick has the unique experience of working as both Project Manager and Superintendent/ Quality Control Manager allowing him to perform Quality Control diagnostics and repair as necessary. Patrick’s reputation of fair and strong leadership skills enables MIG GOV to create and maintain strong relationships with both Government and Subcontractor personnel.
